President Bulletin Report - April 2002

REMINDER: GENERAL MEETING WILL BE APRIL 17TH

Thank you to all members who responded to my email vote! This vote was needed to resolve several issues, due to a lack of quorum at our last General Meeting. The vote count is included in the Minutes and was posted on our Internet site. Copies of all printed email votes will be kept in the Presidents files.

Do you remember . . . .if you bring a potential new member/guest to a meeting your name went into a drawing . . . . . sad to say I only have a few names in the hat . . . . . we have two very nice gifts . . . . so bring that guest/potential new member & get your name in the hat!

I added several sections to our new member handbook, per suggestions from the last meeting. I'll pass it around again at the next General Meeting for final input!

Present officers . . . . regarding your notebooks . . . . . those will be passed to the next person holding that position - please include copies of your monthly Bulletin reports and don't forget your final report is due the end of May (I want a copy of that report in your notebook).

Tri-City Bowling had originally discussed holding the tournament on April 27th, but that is our Ohio State Education Meeting . . . . tentatively planned the bowling tournament for Saturday, June 15, 2002 . . . . . IWMD is the 2002 Host! Dust off those bowling balls and lets bring home that trophy!

Education Report - April 2002

We are trying to form a Rules of the Road class for anyone who is interested. This is another way for members to qualify for the CPIW designation. This will be a three week class that will be about 2 ½ hours each session. This class uses exercises and role-playing to discuss excellent customer service practices and the importance of customer service. The cost would be $25.00. I took the class last year and it was a good learning experience and quite fun! Please let me know by April 12, 2002 if you are interested.

The PIA has asked us to spread the word. PIA is sending out a mailing to Toledo area CISR's about holding an ALS class (Advanced Lecture Series) on May 22, 2002. They will hold the class if they can get enough people to make a commitment. Please keep this in mind for your CISR update. Better yet, please send me an email and advise if you would take this class.

BY LAWS - April 2002

PROPOSED CHANGES TO THE STANDING RULES

The By Laws committee met on Saturday, March 23rd, to revisit possible changes that may be needed to our Standing Rules.

Following are the proposed changes recommended by the committee:

Standing Rule:

#1. No Changes

#2. Current Rule:A Blanket Scheduled Position Bond should be secured in the
amount of $10,000 on the Treasurer and President. All checks to be counter- signed by the President at time of issuance only.

Proposed changes: A Blanket Employee Dishonesty Crime Bond should be secured in the amount of $25,000. All checks to be counter-signed by the President at time of issuance only. Checks are to be signed by two parties, the President and the Treasurer. The President Elect will have authority to sign if either the President or the Treasurer are not available.

Increases bond amount and changes check signing authority

#3. No Changes

#4. Current Rule: a. Active Member: - individual employed in the risk and insurance
field as defined in the NAIW Membership Eligibility Policy and who have been a
who have been a member of NAIW for at least five (5) years. All active members
are entitled to make recommendations, and hold both elected office and appointed
positions at all levels of the association

b. Associate Member - individual who has held membership as an active member of an NAIW local association for at least five (5) years and not presently
employed in the risk and insurance field. Associate members shall be entitled to
vote and hold office.

c. Honorary Membership shall be conferred upon individuals upon retirement
From the insurance industry due to age or infirmity (under the terms of the Social Security Act) in good standing and continuously associated with the insured profession and the Insurance Women of Toledo for ten (10) years if they continue to reside in the greater Toledo area. Honorary members shall be exempt from local dues and shall not be entitled to vote or hold office. Honorary members must also qualify as associate or active members


d. Affiliate Membership may be extended to any person who desires membership in this organization who is not a part of the risk and insurance field (i.e. financial institutions, glass companies, auto body shop personnel, etc.) Affiliate members shall enjoy all privileges of this organization except they shall not be eligible to vote or hold office and are not to be considered members of NAIW (International)

Proposed change: Active Member - Membership is open to individuals, as defined in the membership eligibility policy and to those no longer employed in the Risk and Insurance Field, but who have been members of NAIW for at least Five (5) years. All active members are entitled to make recommendations and hold both elected office and appointed positions at all levels of the Association

Removes all reference of Associate Membership, Honorary Membership, Affiliate Membership and will place the rules in compliance with NAIW's Membership Eligibility

#5. Current Rule:
a. active Members dues of this association shall be $20.00 to the
local association plus NAIW (International) annual dues. Members Joining after
January 1st shall pay one-half of the local association plus NAIW (International)
Dues.

b. Associate Members dues of this association shall be $20.00 to the local association plus NAIW (International) annual dues.

c. Honorary Members shall bear the expense of NAIW (International) annual dues should they elect to continue membership to the National Association. (Exempt from local dues).

d. Affiliate Members dues of this Association shall be the current local association dues plus annual dues. Affiliate members joining after January
1st shall be one-half local association dues plus NAIW (International) annual
dues.

Proposed Change:
Active Members dues of this association shall be $20.00 to the local association
plus NAIW (International) annual dues. Members joining after January 1st shall pay one-half of the local association plus NAIW (International) dues.

Removes all reference to dues paid by Associate Member, Honorary Members, Affiliate Members to meet the eligibility guidelines set forth in National's Membership Eligibility


#6. Current Rule:
Not more than five (5) members from any one office, excepting the Immediate Past President, shall serve on the Board of Directors; and not more than three(3) members from any one office, excepting the Immediate Past President, shall serve on the same committee.

Proposed Change:
Not more than five (5) members from any one office, excepting the Immediate Past President, shall serve on the Board of Directors; and Committees should strive to be represented by more than one agency.

Eliminates specified number of members allowed from ea. Agency to serve on committees

#7. Current Rule:
Delegate and Alternate to Official Meetings:
a. National Convention - Recommendation of the Board of Directors approved
by the Membership.

b. Regional Conference - Recommendation of the Board of Directors approved by the Membership.

c. Ohio Council - Shall be the President and President-Elect. The Vice President shall serve as delegate in the event of the absence of either the President or President Elect.


Proposed Change:
Delegate and Alternate to Official Meetings:

Delegate to National Convention, Regional Conference, and Ohio State Council shall be the President. The Alternate Delegate shall be the President Elect. Vice President shall serve as delegate in the absence of either the President or President Elect. In the event the Vice President is unavailable to serve as Delegate then the President shall appoint replacement at her discretion.

Eliminates separate categories and adds Vice President role if necessary. Gives pres authority in event of problems

a. Employment
b. Jewelry
c. Sports
d. Reservations
e. Awards (Chairman must have been a member of NAIW for 5 years)
(i) Insurance Woman of the Year (local). Insurance woman of the Year Pin (at expense of the Association) to be
be presented to winner at the time of presentation of award;
Insurance Women of the Year (State)
Insurance Professional of the Year (National)\

(ii) Rookie of the Year.
(iii) Claims Professional of the Year.

f. Any other special non-elected committee

Adds the cost of registration for these categories to be paid by the association


10. Eligibility for Insurance Women of the Year under discussion

11. Current Rule:
At the annual meeting in June, the President's Pin is presented to the incoming President and the Gavel Pin is presented to the outgoing President. The cost not to exceed an amount determined by the Board of Directors.

Proposed Change:
At the annual meeting in June, the President's Pin is presented to the incoming President and the Gavel Pin is presented to the outgoing President.

Removal of "The cost not to exceed an amount determined by the Board of Directors." Cost for the pins is now a included in the budget.

12. Current Rule:
The delegate to the National Convention and Regional Conference shall be presented a gift not to exceed $25 in value. This shall be the responsibility of the Immediate Past President.

Proposed Change:
A corsage shall be presented to the President at National Convention and Regional Conference. This shall be the responsibility of the President Elect.

Eliminates the gift of the gift of $25 to be presented to the President at National and Regional Conference. Adds corsage to be presented and in the event the delegate to conventions goes alone, corsages can be ordered through florist and delivered to the delegate.

Legislative Committee Report

A.) The Bush Administration has proposed a plan to drop the requirement for written consent from patients before their records can be released to doctors, hospitals, pharmacies, and insurance companies.

B.) Facing double-digit health care cost increases, U.S. employers are extremely concerned about the current health environment, including reforms such as Patients' Bill of Rights, according to a recent survey by Hewitt Associates.

Declaring that insurance fraud is the cause of significantly higher insurance premiums for the average Ohio family, Director Covington condemned the fraudulent behavior by insurance consumers and rogue agents during his remarks at the 2002 Insurance Fraud Seminar today.

During 2001, the division opened 278 enforcement cases and referred 224 agents for administrative action. The licenses of 79 agents were revoked and 5 were suspended. In addition, 58 applications for licenses were denied. The division also received 975 fraud referrals with a total claim value of more than $20 million. Sixty individuals were referred to county and federal prosecutors for criminal prosecution. Another 36 were convicted of insurance fraud or related crimes.

The director announced that he has appointed a rehabilitator to improve the operations and financial condition of Builders & Contractors Employee Benefit Association Trust, an Akron-based multiple employer welfare arrangement (MEWA).

Builders and Contractors conducts business primarily in northern and eastern Ohio, writing an estimated $18 million in premiums per year and provides coverage for the employees of more than 500 employers. The trust was placed into rehabilitation after Department examiners found it to be in hazardous financial condition resulting from numerous operational and regulatory compliance issues.

Many Ohioans will be in new state legislative or Congressional districts as a result of new boundary lines drawn by the legislature. Because of popular shifts, Ohio will go from 19 to 18 Congressional districts, with embattled Rep. James Trafficant (D-Youngstown) targeted for elimination. Progressive Ins. V. Bradea:
The court recently dismissed this case (an appeal of a lower court's summary judgment involving alleged negligence on the part of the property/casualty agents). It also involves subrogation on the part of Progressive. Its effect on the industry, if any, will be presented at our next general meeting.

FINANCE & BUDGET

The fundraiser for this year is through Current and will run through April
30th. Catalogs are being distributed to each member and everyone will have
one by April 1st. Collect orders from the catalog, have them issue a check
to IWOT (no tax or shipping applies) and have the order forms and checks
back to me by May 2nd. I will place one large order. IWOT will profit 50%
From this fundraiser. If each member could collect at least $50 in orders,
we will more than meet our budget for this year.
